Actually it's not a legal issue (at least here in Canada), it's an issue with the American and Canadian networks concerned about rebroadcasting their programs in other countries (and missing ad revenue). I checked with our CRTC (the Canadian equivalent of the American broadcast regulator) and they stated that they have no issues with us receiving Canadian programs elsewhere.
A few years ago I tried to stream the 2 part Don Cherry movie. Since I'm a yank, the CBC website said that since I had a foreign web address, I couldn't download it. All was not lost, since I live in Seattle, our cable has the Vancouver CBC station so eventually it came on.

We used our Dish tailgater all across Canada. We got our monthly bill by email and were able to pay it. The only problem we had was not being able to change locations for local programming. We crossed the border back into Canada and got local programming out of Seattle, that being the closest city to where we crossed. We could not change again until we crossed back into the USA in Maine.
Dish will only answer a USA phone number and you are NOT legally allowed to use Dish in Canada.
