Dish will only answer a USA phone number and you are NOT legally allowed to use Dish in Canada.
Actually it's not a legal issue (at least here in Canada), it's an issue with the American and Canadian networks concerned about rebroadcasting their programs in other countries (and missing ad revenue). I checked with our CRTC (the Canadian equivalent of the American broadcast regulator) and they stated that they have no issues with us receiving Canadian programs elsewhere.
The CRTC doesn't give a flip what happens outside their jurisdiction. They only get involved if you try to use a foreign market device to access foreign broadcasts, while in Canada. The companies on both sides of the border know that this happens, but it's not in their interests to pursue the few cases that occur every year,for a short time.
