I think it means any RV greater than 18 feet in length, including but not limited to motorhomes and trailers, but it certainly isn't the clearest writing. Partly that's because motor homes and pull-behind trailers covers virtually all RVs; the only things left are truck campers, and it makes no sense to me to allow a 17' truck camper but disallow a car with a pop-up camper.
