Eastern/Central Utah

If you can or decide to dry camp, there are a number of BLM campgrounds in the Moab area. The ones on UT-128 are right next to the Colorado River. There are also dispersed camping opportunities, but check the maps carefully as there are restricted areas. Checking with the local BLM office may be a good idea as the restrictions do change from time to time.

I'm hitting that area of Utah later this year. Here's my work in progress of basecamps and attractions.
Utah 2014

If you can, go with state and national CGs. You wont necessarily get hookups, but they are lovely. Many of the Utah SPs do have hooks - Dead Horse, near Canyon Lands has electricity, but no water (in fact, you need to bring with you) but it is gorgeous. If you can plan your trip 4 months in advance you could get reservations. From there you can see Canyon Lands (the northern part) and Arches and all the other areas around Moab. For the Needles section, it is quite a drive. The CG there is wonderful, but again, no hookups.

Fruita, which is in Capitol Reef has no hookups, but it is so lovely, you might find it worth it. Also, if you are there when the trees are ready to harvest, you can help yourself.

I stayed in an RV park in Utah (Moab Rim) it was miserable. I did not see much better as I drove around.

We stayed at the KOA out on the west edge of town back in 2012, it wasn't bad. Granted, it was just an overnight, someplace to hook up and sleep before Arches, but it wasn't bad. The problem with Arches/CY/DHP is that they're pretty primitive, IIRC , and the OP is looking for hookups, so that kind of restricts him/her to commercial parks.

On the way into or out of the Needles, give your self time to stop and take a bunch of pictures at Newspaper Rock. Good place for a picnic.

We stayed at the Thousand Lakes RV Park in Torrey for Capital Reef. Very nice park. It is popular so make reservations ahead of time. I don't know of any great CG in Moab, most are gravel parking lots. We are staying in Montecello this year. It is higher and hopefully a little cooler. It's farther tho to Canyonlands but nearer to other parks in the area. We are planning on staying at Mountain View RV Park, it looks good on the web but we haven't been there yet.

At Provo Lake, just outside of the city of Provo is a great little state park. Drop over to the Goblins State Park for an exciting neat experience. Then drive back down the 24 and find the Kodak hills area.
