I recommend moving along the North Shore (from Duluth to Grand Portage). Lake Superior provides a spectacular setting for base camp with fishing on the big lake or endless inland lakes all the way up.
The other thing I like about this area of MN is the variety of camping options. You can find State Forest CG for $14/night and municipal, state park, and private options with hookups etc. Also, Duluth, Two Harbors, Grand Marais, Ely, all good towns for basing out of.
