Near New York City and/or train lines

We are looking for a NY State Park rv camp area. We want to ride the train in and visit the tourist stops plus local sites.

The one in NJ is a budget buster. We have 3 little dogs and would like electric and water full hookup best but a dump station is workable.

By "the one in NJ" are you referring to Liberty Harbor? Yes, it's pricy, but you can take the PATH subway (which runs every few minutes) rather than the commuter rail (which has a limited schedule). So be sure to check your total daily cost for campsite AND transit.

Also, those hours on the train are hours you aren't in the city. For what you can see in a 3-day stay at Liberty Harbor, you'd need to stay 4 days at a more distant place. Finally, if you are relying on commuter trains, be sure to check the schedules so you don't get marooned.

Good deal. There is a commuter bus into NYC that leaves from the Rockaway Townsquare mall about 10 minutes south off of Route 15, with a portion of the mall lot set aside for those users. The depot for that Lakeland bus company is 5 minutes further south in Dover. Also in Dover there is a NJ Transit train station. Parking at either of the bus options is free; the train station parking is $3 or $4 a day. The buses go to the Port Authority terminal at 42nd and 8th and the train to either New York Penn Station or Hoboken, where there is either the Path subway into Manhattan or a ferry.

If you could handle dry camping with no electricity there is a NPS operated campground a Floyd Bennett Field in Brooklyn. There are 12 RV sites and 32 tent sites with rates at $30/day.
Bus/subway is about 1 hr. 22 mins to Manhattan($13) or Uber maybe $85 and 30 mins away.
The closest option is Liberty Harbor RV Park only 15 minutes to Manhattan.

Any CG around the Rotten Apple will be a budget buster, accept it for what it is. I don't even consider 'budget' when on vacation anyway.

Wildwood State Park on Long Island is an option. You could take the Long Island Railroad into Penn Station and get anywhere in NYC via subway. And if you decide you want to check out Eastern Long Island (Montauk Point) you could also take the LIRR to the east end.

The Newburgh KOA is about an hour from midtown Manhattan. An hour radius will provide a lot of campgrounds!

There is a highly rated KOA in Newburgh (actual address is 119 Freetown Highway, Platteville, NY) that says they have NYC tours from their campground.
