The fee structure has both per-site fees and per-usage fees (and some fixed administrative fees that I guess are per account). Apparently they were being charged for the correct number of gallons used, but missing out on the per-site fees. They apparently have the per-gallon fees correct, but were missing some per-site fees. The rate sheet is online here if you want to compute for yourself.

And I agree....for what they charge, they oughta suck it up....but they won't...it's a business. Businesses are in the business to make money. They will pass it along to the consumer somehow.

For what they charge for a site and how busy they are, $21,000. is chump change.

According to the article, they normally oay$5,000. to $7.000. per month.

With what they charge it shouldn't be a problem for them to pay it. The owner probably didn't even notice that he wasn't charged enough for all those years.
