Part of that is because traffic lights, signs, etc., are only suggestions down here. If you are in the far right lane and want to go left. . . you just turn.
I once came up on a woman who was weaving all over the road on the expressway, no less. As I passed her, I saw she had the wheel propped between her legs. She was holding a bowl of cereal in one hand and spooning it into her mouth with the other.
