That's become an increasing problem in Utah, and from what I've seen this summer in a few other places as well. I really wish that the USFS would enforce the rules against that, for when you're out looking for a site you don't really know if the owner is just out for the day. It's not right to "reserve" a spot that way and keep others from camping there.
