If they check and you don't have them when you should have them...I have read posts where they make you stay right there until the tow company brings you a set. $$$$

There's a Ventura County park in Simi Valley that is just on the other side of the city from the library and in a quiet canyon with full hookups, Tapo Canyon Park. There are 16 full hookup sites. It's about 3 miles north of the 118 on Tapo Canyon Road. I don't know if they take reservations.
