That does look like a grade 8 bolt, and probably is designed to carry some 2,000 pounds on it, not to mention the loads from a pot hole that might exceed it's normal weight by a factor of 2.
I might consider getting a bolt long enough that I could torque the normal grade 8 nut to it, and still be able to secure a second locking nut, or perhaps a nylon lined lock nut to the bolt, preventing any nuts from freeing themselves from your RV again!
