Point Lookout State Park, MD. It is located where the Potomac runs into the Chesapeake Bay, so you have best of both worlds.
It is less than 2 hours into DC, Baltimore and Annapolis. The Atlantic is about 1 1/2 hrs away (Ocean City, MD; Rehobeth Beach, DE or Chincoteague).
