Enblethen really knows these Chevy 454 RV's. Do the filter, Then if not fixed have fuel pump pressure checked. Shop's charge over $1000. to do new pump. Ask me how I know :( I had a full tank and was leary of wrenches and metal sparks around gasoline). You can check fuel pressure by unhooking fuel-in line to TBI turning on key, Should be a very strong spurt/flow Use container to catch fuel.
