2004 National Tropi-cal Flasher Unit location?

My Emergency Flasher Unit should be replaced, but I can't find it! My chassis wiring schematic displays it as a separate item inline with a harness from the steering column on a red wire. I've looked under the dash, in the wall panels, in the outside fuse compartment, in the generator space and back in the inverter compartment without success. These are the spaces Freightliner suggested.

The only clicking sound I hear is in the Inverter compartment from two relays but when they are removed the lights still flash.

If another owner has found them please let me know.
