listen by fuel tank as ignition is turned to run.
Does fuel pump run ?
Most of the fuel filters are mounted horizontal and any water lies in the bottom.On a steep enough incline the motor can get a slug of this water.
Check fuel pressure as this will answer a lot of questions.
