We have a Fleetwood Encounter 32bh which is the same line as the as the Storm. Fleetwood was forced to change the name because of a lawsuit. I think the model number you are looking at may actually be the 28f. Which looks to have a nice layout. Does the one you are looking at have the drop down bunk in front? That's a nice optional feature that works well for added space if needed. As Fischer said, layout and floorplan is everything. Make sure it works and has the space you need.
We are not the original owners and I don't know how many problems they had to have fixed, but its in great shape now. Ours is very nice, we love it, a perfect fit for our family. There are alot small features Fleetwood included that make it higher end than it is. In other words a lot of bang for the buck.
If you do get it make sure to search the boards for the Cheap Handling Fix (CHF). This 30 minute adjustment to the suspension goes a long way to make the MH ride better.
