My 86 winni, has been giving me problems where it started by it shutting down on me..It lacks fuel to the engine. I've research it a bit and suggestions were dirty fuel filter, old fuel pump, electric...

Sounds like you're on the right track going with the rebuild. I found the Rochester Q-Jet to be a great carburetor when dialed in properly..
