I don't know all the details, but it appears that interstate sections between cities are maintained by the states and federal funds. In and around cities, maintenance is mostly local funds. Local funds are not used to maintain interstates until they become impassable for the local officials. When one of them gets delayed, or blows a tire in a pothole, then and only then will minor repairs be made.
