Fixed widow seals and how to reinstall them

Hi, my rear fixed widow rubber seal/gasket is shrinking and pulling away at 2 corners( the corners are rounded). Is it time to replace it or can it be stretched and installed again? Also, what type of black sealant/caulking is used at the joint? No doubt I'm not the first to ask but it's new to me. Any help or direction is appreciated.
