If that Flair is on an Oshkosh chassis (460 with C6 tranny), it might have a carb. If on a Ford F53 chassis (460 with E4OD tranny), it is EFI.
Ford NEVER produced a 460 with throttle body injection.

My 1990 460 had throttle body injection.

Yep mines an 89 with a build date of August 88 and it is. Have a friend with a 86 and its carbed. He gets better gas mileage than me with the same size class c

91 on the chevy chasis

Depends on the year of the chassis. 460 V8 went to multi-point fuel injection in 1988, for truck applications.

1990 Fleetwood model year should be on a 1989 or 1990 model year chassis, but you never know.
