I spent a good amount of time actually reading one of those hospital privacy act notices one time. If the one I read was any example, then these are just as much about them SHARING information about you to parties they deem acceptable; the government, the insurance industry, the law, the credit bureaus etc etc. Your "signing just to acknowledge receipt" as they will tell you, simply means you have been put on official, legal notice and give your permission (likely at a most unfortunate, possibly vulnerable time).
Look again, our medical records are now part of the huge data base open to all in the medical profession and others.
