The border patrol purchases their auto parts on contracts based on price. Who ever has the best price gets the sale. If tea strainers were cheaper that is what they would buy. I was involved in testing of air filters for off road equipment and regarding the K & N product nothing got better but they do plug up faster.
And they get new trucks frequently.
After a 150,000/200,000 miles a new truck is probably warranted. and that in many cases in a year or two of service.
