Your fan is most likely thermostatically controlled, so likely not an indication of trouble at this point. If the converter is putting out 13.6 volts that's a good sign.
I think your next stop might be your battery control center. Not sure where it is on the 37C, mine is in my propane compartment. There are fuses and relays there that control the charging circuits. You can download a copy of the manual from the net...I don't have the link or I'd post it. I searched on the name that was on the controller.
I forget...you said your switches were both turned on, right? Mine are located in the cabinet above the door...disconnects for both chassis and house.
