No. As I explained above, the E2 is an ECE certification and has nothing to do with the date code. BTW, E2 means the certification originated in France - that's all it means. The number immediately to the right signify the document numbers of the certification - again, not tied to the date code.
So your tires may or may not be within the recall period. If purchased at the same time, it is quite likely they are, but it is not definite.
