Several... First. Modern tanks have several safety features
1: You must connect the hose/regulator FIRMLY, (hand tight on the big plastic nut or wrench tight on a brass fitting There is a valve inside the fitting that is opened by the properly tightened connection. if it is not tight, it won't open.
2: Open the tank valve SLOWLY (Just till you hear it hisss) then as it stops making noise, open it farther and farther till it is full open.. Otherwise you may trip an excess flow detector shutting off gas flow.
If your Explosive gas detector has an on/off switch and there is an electrical solenoid valve in the gas line.. See above response about the detector.
Oil in the regulator is a problem, clogs up the regulator requiring replacement.
Inspect the connector.. Modern ACME connectors have a plastic part that can melt if it gets too hot.. This causes the "probe" part of the fitting to retract, closing the valve I mentioned above and stopping gas flow.
That's about as far as I can go (POL (Prest-o-lite) Connectors do not have that plastic feature)
