Where did the trucker state this? From the video, the trucker appears to be driving above "70mph." Watch how fast the white stripes are flying by in the vid. IF he said "70 mph," it's because he knows that to be the speed limit along that stretch of I-10. I'm certain it's not above 70mph there, since I travel that exact stretch of Interstate highway since it opened in the mid-1970s.
