Even with the enclosed trailer, you won't be that close to max so GO FOR IT.
Called Spartan tonight, The receiver was installed as requested by Newmar for "car towing" purposes only, if I am under the chassis GCWR I am good to go to the class 4 receiver. As long as I stay within the numbers provided I am ok.
