From what I've seen in New England, the "weigh stations" are open randomly. The weigh stations are usually just a parking / pull off area next to the highway, sometimes with a small building, usually near the border on a main highway. I've seen them open, but not often and there doesn't seem to be any schedule.
I've never seen a weigh station open in New England when we have been towing our camper.

Talking with a state police trooper about 1 1/2 years ago he said they greatly reduced their enforcement of a lot of things to cut down on person to person contact during this china virus mess.
