They were probably off their meds. Had a similar incident last year in San Diego. We were at a family campground, with planned activities for kids, and thousands of children having fun in the ocean/bay. Our neighbors seemed annoyed that our well behaved grandchildren and our dog got close to their campsite border (we were very careful to enter their space, as they had warned us at hookup that they were allergic to the dog). They went out and purchased yellow construction tape and proceeded to careful mark out their space. Every time we returned from the beach they made a point of gathering all their things and going back into their rig, making it obvious we were going to bother them. Luckily they left only 2 days into our 10 day reservation. When we came back from the campground activities we found them gone...a note was on our door telling us what horrible neighbors we were, and questioning why people have to take their dogs camping. Again, probably off their meds.
