I found some heavy cardboard tubes (3/16" thick walls x 3-1/4" ID), I cut them into 4" long lengths, and placed them vertically inside an upper kitchen cabinet. I mounted a 1/2x4 wood stop full width across the inside front of the cabinet to hold the vertical tubes in place.
It holds the bottles in place, and the cardboard tubes keep the bottles from rattling against each other. I also mounted a rack for wine glasses at the top of the upper cabinet.
