Yes, but if its due to a bad connection or lost packets, then refreshing the browser generally will reload those pictures. You can force your browser to reload all files from a website, ignoring the stored cache, by using CTRL+F5 key combo. This works on all major browsers using a PC.

By browser cache clearing do you mean going to internet options and clearing temporary files and cookies?

That happened to me last month while using Chrome. Just did a reformatt on my computer and seems to be fine now
