What they are trying to stop is someone using off road fuel to run on the road. Over the road trucks buy fuel permits, basically prepaying their fuel taxes. That's why the prices are cheaper at over the road pumps. An RV getting fuel at the same pumnp pays road taxes at the pump. that semi one island over doesn't. If you don't pay road taxes, it is substantially cheaper. Dyed fuel means it's off road only. In other words, run untaxed fuel on the road and they can hammer you for tax evasion.

Florida is more complicated than citrus . If you look at a map you will see that every road that crosses the Suwanee River will have an Ag station .Most hoofed animals should be inspected for several different animal problems .
When different crops come in the State will open inspection for just one crop . After large woods fires the state may open extra stations to inspect trees on the way to the mills .

We have to cross over and back into CA to get to the closest city with a mall. Yes, they also have agricultural inspection stations. They used to be open 24/7, but lately it's a surprise if they are open at all. Budget considerations I suppose.

Interesting, since I-10 does not does not even go thru or into Georgia

As long as the diesel isn't dyed red, Florida should not have any concern for where it was bought unless it is a commercial vehicle.
