So, if the actual residents don't care enough about who gets elected, what is problem? Those 162 mythical South Dakotans had no effect on the outcome of this election.
I don't see anything that suggests the residents don't care. Most likely it's a heavily Republican area and no suitable Democrat or independent was available or willing to seek the office. In that case, the primary is basically the election since both candidates are in the same party, but it's still up to the eligible voters to choose which one wins. - WalMart might be missing a great opportunity to supply an address and mailbox.

If one individual is trying to make his case for the job based on ridding the district of mobile or temporarily absent voters.

- doxiemom11Explorer IIYou only have to stay 1 night and have a receipt with both names if you are married or with a partner. We are SD residents, but not at a Walmart. At least we needed a receipt in 2015 It was the license bureau that required it, and that is also where you did your voters registration.
