There are lots of "Homeless" (usually with derelict RVs) - who take advantage (if they can) of RV parks.
Homeless - doesn't mean "Full Time" - it means they are working the system, defrauding the business (campground) owner when they can, if they can - by turning a couple of paid days - into long stays until evicted.
Unfortunately for "legitimate" campers, these folks often have aged Class C MHs.
Google the So. CA cities of, San Diego, Santa Monica and Venice (area of Los Angeles)- where the homeless park on residential streets, leaving trash & "liquid" waste.
It's a CYA for the campground owners...;)
