- carringbExplorerU-haul tandem axle trailer have surge brakes. Hard braking with this setup can easily lockup the trailer tires, and recovering from that is very unintuitive, because you have to "pull away" from the trailer to make them release at that point. The return spring in the coupler don't have enough push to do anything once the brakes are locked up. And when the driver felt the trailer push, they likely jammed the TV brakes harder.

Well reading the account in the story there is a statement from the local police.
"“This is a graphic reminder to slow down, especially when roads are slick and you see flashing lights,” the police said.
Oklahoma’s “Move Over” law requires drivers approaching emergency and law enforcement vehicles to move over to another lane or slow down to “a safe speed,” dependent on existing road conditions."
It doesn't state if the driver was cited for failure to abide by the Move Over law, or driving too fast for conditions.
Well since the vehicle and trailer were already sideways and going slower (watch the very beginning before the impact and you'll see it was moving slow, the part that was fast was the trailer swinging around) I would say they were in the process of slowing down. Probably braked too hard causing the trailer to swing around the TV. And if you notice that is a curve on a downhill, that just sets up an unpredictable scenario for someone that doesn't tow. That's just my guess. Also being a Uhaul I wonder how he condition of the tires are? - rhagfoExplorer III

No. Punishment should not be dependent on a fire fighter dying. The drive should be required to show up when the workers do at a road construction sight.
