Well reading the account in the story there is a statement from the local police.
"“This is a graphic reminder to slow down, especially when roads are slick and you see flashing lights,” the police said.

It doesn't state if the driver was cited for failure to abide by the Move Over law, or driving too fast for conditions.
Well since the vehicle and trailer were already sideways and going slower (watch the very beginning before the impact and you'll see it was moving slow, the part that was fast was the trailer swinging around) I would say they were in the process of slowing down. Probably braked too hard causing the trailer to swing around the TV. And if you notice that is a curve on a downhill, that just sets up an unpredictable scenario for someone that doesn't tow. That's just my guess. Also being a Uhaul I wonder how he condition of the tires are?
