There is no WAY IN HECK you will fill a 20 pounder here for under 10 bucks..No way no how. Where do you go to get them refilled for under 10 bucks?
Yes I may have exaggerated a bit. Let's amend that to 'almost twice the price.' I paid $12 and change today.

I've been told that the propane suppliers will re-certify tanks. maybe someone has done this?

I don't understand how those exchange places can stay in business when they charge $20, more than double what it now costs to refill.2oldman wrote:Actually, if you don't use a lot of propane (say you get a full years use out of a single tank), this is a good option.
I swapped my old 30# tanks for 20# at a Rhino exchange, no problem. The old tanks were becoming too heavy for me.

If they are older and still in perfect shape , they should not be refilling them if they do not have the OPD valve...
Snippet from "propane 101" site -
OPD stands for "overfilling prevention device" or "overfill protection device" and is required on all 4 to 40 pound DOT cylinders in vapor service..
I believe all tanks manufactured after October 1998 are required to have the OPD. The OPs tanks should have the OPD but are now beyond their 12 year date which would mandate a safety inspection and recertification sticker. Inspection info here
That's my situation. My tanks will 12 y/o in July but they have the OPD and are no different than a new tank.
They're rust free and still look like new. Seems like such a waste to toss them.
