Sounds like one of the brake wires on the trailer has a chafe spot that is causing a intermittent short to ground. 2 most common places to look are in the hubs by the magnets and inside the axle tubes.
Wire with rub and arcing spots inside the axle tube is pretty common as wire is no bigger than speaker wire and all of the rust inside the axle tube is abrasive. I fixed that issue on 2 of my past trailers by just splicing in new wire and zip tying securely to outside of axle tube. Randu
