They have. Making genny's quiet generally makes them more expensive, larger, and heavier. Making them cheap, light, and portable makes them sell better. The consumer votes with their wallet. It's that simple.

Chum Lee answered the question. Any device that makes the generator quieter also makes it more expensive.
