I have to wonder where you worked for your career. When I was in patrol, the majority of my quality proactive arrests originated with minor violations. I seized over 400 lbs of marijuana from a PARKING VIOLATION. Routine violations for me were no front tag and rear tag light out. Sitting on the line from NE Washington DC and making a traffic stop for any violation I could find netted me a LOT of drugs, guns, DUI's and stolen vehicles over the years.
I think we can both agree that NE DC is one of the higher crime areas in the country. Where did you work?
