I was doing some thinking about my bicycle rack line
Take a 2x2q (well you might need to go a bit larger)
Cut a short piece to fit the receiver
Bolt on a longer piece to bring it up to working level
Make your line rtangular out of PVC as I described with a center cross member (3 "Sides" and th center cross member has a "Receiver" to fit atop the upright (This would be made out of wood or PVC) very easy to build, To store lift off, Remove wood and go.
I will try to take a photo of my Bike rack unit for you but alas not installed. (it is in storage mode.
