NY does not count the axles. I have two EZ-Pass transmitters, one for towing the trailer and one for running solo.
I've used it on the Mass Pike and PA turnpike besides NY.
NY Thruway tolls are based your vehicle class as determined by the axle count and vehicle height, adjusted for any special plans you're enrolled in. Our 34' coach pays the same per axle rate as a passenger car on their E-ZPass Motorhome Plan. With our toad in tow, we pay the same rate as a passenger vehicle pulling a two axle trailer. We have two tags for the coach, one for towing and one without, but only one tag for our car, yet I still get charged for the extra axle when towing our utility trailer with it. I also know of several truckers that have been fined for pulling their lift (tag) axle up to cut the axle count at the toll booth.
