Atwood HW tank to Dometic 6 gallon propane only

I'm replacing a 2006 Atwood propane only 6 gallon hot water tank to a new Dometic 6 gallon propane only hot water tank. The install was fairly straight forward however the thermostat isn't shutting off the burner.
Yes the wiring is correct as I had the chance to check it with the volt meter yesterday. I am thinking my unit may have a faulty thermostat as the water temperature seems to peak at around 165F which is scolding and the ECO kicks in and shuts the unit down. Could I have a faulty thermostat and a bad mixing device, or could it be the board. I have sent Dometic support an email but have not heard anything back from them yet.
