From my understanding a converter provides power to the DC system & it is a charger to the battery bank.
Put the volt meter across the battery bank. If you are not getting 14V there you likely have a charger problem. If you are getting a better than 12V reading on the battery bank but no charging then chances are the battery bank is shot.
