YOu can confirm that the converter/charger is working properly by doing the following:
First disconnect the negative lead of the battery or batteries
plug the RV into 120 volt AC power that is working properly
measure the voltage across the positive and negative leads AT the converter.
If there is no voltage it means the converter is not working
If there is reduced voltage (Less than around 13 volts or so)the converter is not working properly
If you don't disconnect the battery before running the test you will be reading the battery NOT the converter.
I assume you have also checked the in line fuse (in the positive lead near the battery). If that fuse is blown, no power to or from the battery
SOME converter/chargers are fused in the electrical panel so check that all 12 volt fuses are good in that panel.
