Okay lets say you're right, when the converter/charger goes to 14.4 volts to charge the battery, could the lights get brighter than when on 12 volts alone? If the controller/charger sees the batteries as fully charged, would it reduce the charge rate and therefore the lights would dim?
Not as simple as you state.
To the OP, in my case it was a 25 year old PD converter. Very easy to replace. PD makes a universal replacement. Check at Bestconverter as suggested.
