Assuming you mean the actual ground wire (and not the neutral), that suggests the converter had a short circuit in it and is most likely toast...which would certainly explain the lack of 12V power. There should be no current flowing over the ground wire, and no chance for it to heat.
It would be well to verify that the negative lead from the converter output to the chassis ground (or wherever it goes) is all good and solid. The converter is supposed to be wired such that the charge current won't flow through the AC ground wire, by being separately bonded to the chassis or something similar, but if that's not done properly or something and the DC negative output were compromised, it's conceivable that the charge current could end up flowing through the ground wire, and significantly overload it.
If it's the neutral wire, it may simply be a loose connection that became too loose and cleaning stuff up and replacing the toasty wire pieces and terminals it connects to (if they also show signs of overheating) could well solve the problem. In that case, the converter may well be undamaged.
