I would try bending the pull-off linkage a little to make it more active. Just make sure the choke will still fully shut when cold.

That did it.
Choke fully closes.
Only weird thing was the choke plate flops around a lot on first start up
2nd start up it stayed in place with choke pull off
No sputtering or black soot coming out.
