It doesn't matter which faucet I'm using, the pump cycles on and off about every 2-3 seconds, creating a surge-fade cycle.
An accumulator fixes the problem. I've used one in all my RVs since 2003.
Here's a video of the last one I installed

Check out "attenuators" they use a compressed air pocket to smooth out the pressure. It can also provide a short time of pressure for those late night trips.
You splice it in line after the pump.

There are a few videos on YouTube.
I recently bought a new pump and had to adjust it.

If I understand correctly, this surging happens while you are using water, and not when the faucets are turned off. There should be a pressure adjustment allen screw on the pressure switch. Turning clockwise will increase the pressure at which the pump will turn off.

The answer is that you have a leak in your water system someplace at or after the pump. The pump is trying to build pressure but it can't because the pressure is leaking out someplace. Start ar the pump and make sure all fittings are tight and keep an eye open for wet spots.
