But my yard is heavily shaded in the summer but the panel measured 4A Isc vs spec 3.8 in full noon sun on a day the same site showed 1000 W/m*m.

I'm trying to find out what time past sunrise that parasitic loads are being met at different places. A world clock (timeanddate.com) will let you look up the sunrise time for a particular location.
SMK I had a solid light on the charge controller. Voltage was 12.5 before the solar came on.
If parasitic loads are being met the battery bank is "at rest". I'm attempting to find out how many hours per day that happens.
